U.S. Customs and Border Protection (CBP) has issued an important guidance update regarding warehouse entries and withdrawals processed through the Consolidated Administration and Processing of Entries (CAPE) declaration tool. Launched in April to streamline International Emergency Economic Powers Act (IEEPA) duty refunds, the CAPE system is undergoing immediate technical adjustments that trade participants must implement to avoid entry rejections and processing delays.
Key Compliance Updates
1. Warehouse Entry Restrictions (Effective July 7, 2026)

The Change: CBP will no longer accept Warehouse Entries (Entry Types 21 and 22) on CAPE Declarations.

The Impact: Any warehouse entries submitted via CAPE on or after this date will be automatically rejected with the standard
ENTRY TYPE NOT ALLOWEDerror message.
2. Warehouse Withdrawals & Refund Processing

Continued Acceptance: Warehouse Withdrawals (Entry Types 31, 32, 34, and 38) will continue to be accepted on CAPE Declarations, as these represent the transactions where IEEPA duties were actively paid.

Liquidation Timeline: Approved IEEPA refunds for these withdrawals will be processed upon the regular (re)liquidation of the associated warehouse entry. CBP will execute this standard liquidation process in its normal course once all withdrawals are completed and the warehouse entries are fully prepared.
3. Corrective Action for Retroactive Filings (April 20 – July 6, 2026)

The Issue: Warehouse entries (Type 21 or 22) accepted via CAPE during this initial phase without the corresponding warehouse withdrawal(s) will not be (re)liquidated with an IEEPA duty refund.

The Remedy: Filers affected by this window must proactively submit a new CAPE Declaration specifying the exact warehouse withdrawals on which the IEEPA duties were paid.

Industry Advisory: To ensure uninterrupted trade flows and secure eligible refunds, supply chain partners should review all pending CAPE declarations immediately. Ensure your filing workflows separate entry types according to the new mandates prior to the July 7 deadline.
CBP intends to issue further updates via the Cargo Systems Messaging Service (CSMS) as technical deployments progress.
